Role Purpose

The Manager, Safety Management System (MSMS) is responsible for conducting and managing day-to-day activities within the company’s Safety Management System, including safety investigation, risk assessment, safety assurance, and safety promotion.

The incumbent plays an active role in the continued development and effective functioning of the Safety Management System.

 

Responsibilities

  • Maintain close liaison with operational departments on the day-to-day activities of the SMS, particular on matters related to safety investigation, risk assessment and safety promotion.
  • Manage the processing of safety reports submitted to Safety and Risk Management Department. Ensure effective and efficient follow-up.
  • Manage the submission of Mandatory Occurrence Reports (MORs) to HKCAD in accordance with CAD382 requirements and company’s procedures.
  • Conduct complex investigations into operational safety events. Delivery of simplified, accurate, intelligent and consistent reports with measurable, achievable recommendations/actions to prevent recurrence.
  • Support and mentor investigators, monitoring progress, ensuring investigative standards are met and that learnings and improvement actions have been identified.
  • Coordinate with Maintenance and Engineering Department to ensure events affecting operations and airworthiness are investigated, and appropriate safety risk mitigation measures are implemented to reduce the risks identified.
  • Provide expertise and guidance in safety risk management for identified safety issues and Management of Change and transformation initiatives across the business.
  • Manage the safety assurance programme, ensure effective safety data processing, analytic and reporting.
  • Ensure the effectiveness and functionality of company’s electronic safety reporting system.
  • Produce and disseminate SMS promotion and training material. Conduct SMS related trainings to company employees.
  • Support in maintaining the currency and relevance of the Safety Management System Manual by proposing and drafting amendments.
  • Participate in the IOSA programme.
  • Ensure the subordinates receive appropriate development, coaching and training to ensure continuity and succession in the team.
  • Participate in projects and tasks as and when directed by the HS.


Qualifications

  • Good understanding of airline safety, operational procedures and processes.
  • Good knowledge and practical experience in Safety Management System.
  • Good understanding of the principals involved with safety investigations.
  • Minimum 5 years of relevant work experience in the aviation industry, preferably in safety management role, including 2 years of appropriate supervisory experience or equivalent.
  • Prior experience in conducting flight safety investigation.
  • Bachelor’s degree required, preferably in a technical, aviation or engineering discipline.
  • Aviation safety investigation qualification or equivalent experience.
  • IATA SMS course or equivalent qualification.
  • Good command of spoken and written English. Knowledge in Chinese is an added advantage.
  • Proficient with MS Office suite.

  • Prior experience is delivering classroom training is preferred.
