Role Purpose

  • Develop and maintain standards, policies and procedures in Ramp and Cargo Services including but not limited to, turnaround coordination, PTS, cargo warehouse operations, transporting of dangerous goods and special cargo.
  • Review, evaluate potential implications and formulate necessary action items to ensure compliance whenever a change or introduction of regulatory, IATA or Company requirements.
  • Ensure safety, security and quality standards defined by regulatory authorities and company procedures are incorporated into Cargo Services Manual (CSM), and Ground Operations Manual (GOM).
  • Responsible for the development, maintenance, and effectiveness of the training programme including use of e-learning platform, materials, qualification process and record retention.
  • Act as a trainer and an evaluator of TTT to ensure sufficient qualified trainers, both HKE and GHA personnel, are available across HKE network to support continuity of training delivery.
  • Manage the setup of new station launch, GHA switch or charter services. Support in GHA pre-assessment process when required.
  • Lead for project, product or business development relevant to the area of Ramp and Cargo Services. Formulate project timeline, engage with stakeholders, and ensure deliverables are achieved.
  • Coordinate with CX cargo team, both in head office and outstation, for communicating cargo system and handling requirements.
    Responsible for obtaining Dangerous Goods permit in outstations if required.
  • Support for pre-assessment of new services provider and review service level agreement when required.
  • Formulate process improvement initiative and conduct regular review for operating procedures and training objectives in reference to the results of audits and incident reporting analysis.
  • Monitor industrial trends including new policy and procedure, regulation, service level, and identify best practices which aim to improve operational efficiency.
  • Identify hazard and risk, prepare risk assessment and, if being assigned as Risk Owner, has the authority and responsibility to make decisions regarding risk tolerability with respect to ground handling standards, policy and procedures relevant to safety and/or security.
  • Responsible for budget preparations, cost control and monitoring.
  • Oversea travel is required.
  • Identify hazard and risk, prepare risk assessment and, if being assigned as Risk Owner, has the authority and responsibility to make decisions regarding risk tolerability with respect to ground handling standards, policy and procedures relevant to safety and/or security.

The Ideal Candidate

  • Bachelor’s degree or equivalent.
  • Minimum 5-year aviation experience with at least 3-year experience in both ramp and cargo services.
  • In-depth knowledge of regulatory compliance, ramp operations, cargo product development, dangerous goods and/or training delivery are essential.
  • Ability to lead and provide solutions within the scope of Ramp and Cargo Services.
  • Strong analytical and project management skills.
  • Excellent interpersonal skills with sound leadership experience.
  • Excellent command of both spoken and written English and Chinese including Putonghua.
  • Proficient in Microsoft Office.
