Role Purpose

  • Develop and maintain standards, policies and procedures in the areas of Ramp Services, including but not limited to GSE operations, refueling, water services, lavatory services and anti-icing requirements, to ensure compliance of IOSA, regulatory and company standards.
  • Follow up on changes or new initiatives of regulatory or HKE requirements and evaluate potential impact on ramp operations, prepare notice for operational information distribution.
  • Risk assess and evaluate any deviations from master operating procedures and issue Port Exemption when required.
  • Develop and maintain training programme in the area of ramp services, evaluate and identify the most cost and operational effective methodology for training delivery.
  • Manage e-Learning platform including training material and assessment uploading.
  • Act as a trainer and an evaluator of TTT to ensure sufficient qualified trainers, both HKE and GHA personnel, are available across HKE network to support continuity of training delivery.
  • Manage fuel (IFQP) and water (IDQP) quality programme, including act as an auditor for IFQP, to determine if uplift in outstation is acceptable in accordance with industry and HKE standards.
  • Manage the setup of new station launch, GHA switch or charter services.
  • Formulate process improvement initiative and conduct regular review for operating procedures and training objectives in reference to the results of audits and incident reporting analysis.
  • Identify hazard and risk, prepare risk assessment and, if being assigned as Risk Owner, has the authority and responsibility to make decisions regarding risk tolerability with respect to ground handling standards, policy and procedures relevant to safety and/or security.
  • Oversea travel is required.

The Ideal Candidate

  • Bachelor Degree or equivalent;
  • Minimum 5 years work experience with at least 3 years experience in ramp services covering technical aspects.
  • Previous working experience in GSE operations (including but not limited to FGP, GPU, ACU, ASU, tow bar/truck), IFQP, anti-icing and/or aircraft towing are essential.
  • Strong analytical and project management skills and sensitive to figures.
  • Excellent interpersonal skills with sound leadership experience.
  • Excellent command of both spoken and written English and Chinese including Putonghua.
  • Proficient in Microsoft Office.
  • Candidate with less experience will be considered as Specialist, Ramp and Cargo Standard and Training (Technical Services).
